An inbound cargo report (ICR) can be submitted using the Cargo Report option from the Consignment Shipment tab.
This option can be used to report cargo to TSW agencies and optionally to request an approval to move uncleared cargo from one bonded location to another (Domestic Transhipment Request - DTR).
Pre-requisites
A connection to TSW is required, for details please see Setting up Trade Single Window (TSW) access and Countries having support for Trade Single Window (TSW) EDI messaging.
Data Requirements
Full name and address for the consignor and consignee (See Consignment Other tab)
Shipment details. The name of the carrier, vessel or flight details, dates, ports and premises
Packages. Including container details for sea freight where applicable.
Consolidations
Multiple housebill consignments can be included on the cargo report provided that the same booking number is entered for each consignment and the other shipment details match.

The number of consignments that will included is shown on the Cargo Report window. Also, the document can be viewed to see the consignments.
Attachments
Documents can be attached to the submission where required.
A DTR for sea freight containers has this requirement (see further below regarding the DTR).
Consignments documents are listed for selection and additional documents may also be uploaded.
For each attachment a document Type must be given.
Domestic Transhipment Requests (DTR)
A move approval can be requested for uncleared cargo by:
1. Entering the current and destination locations (ports or premises) onto the Shipment tab.
2. Selecting a Move By option when sending the cargo report (examples are Road, Rail, Air)
Example 1: Cargo moving from an airline premises to another bonded location.
The premises code for the airline (7175H) is entered as the Discharge premises.
The Delivery premises contains the code for the move destination (7175B).
When sending the cargo report, the Move By is set to Road and due to this a domestic transhipment will be requested.
Example 2: Cargo moving from the discharge seaport to a bonded location (Delivery premises).
Example 3: Cargo moving from Tauranga Port (NZ TRG) to a CCA unpack premises (7182L) via Metroport (8865L).
ICR Status
Once the cargo report has been sent and processed by TSW, the Cargo Report window will be updated to show that a response has been received. The Received date and time will display in a colour to indicate the overall status of the ICR (please see Cargo Report Received Date and Time Colours by Status).
To Log can be viewed to see the full details returned by TSW agencies for each consignment.
Not Supported
A write-off clearance for low value goods is not supported. A declaration would need to be lodged to request clearance in this instance.
