Overview

Customs Tariff Statistical Quantities are a consistent and measurable record of quantities shipped for statistical purposes, the units used are outlined against tariff codes on the Working Tariff Document, and regardless of the packing method of unit of sale, is a requirement to be supplied in the specified unit when stated so that trade volumes can be automatically calculated.


They have no relevance to the actual transaction, nor value component, but may be used for quota or statistical purposes by the New Zealand government.


Statistical Unit on the Working Tariff Document

When a statistical unit is supplied on the Working Tariff Document against a tariff code you intend to use, you MUST supply a statistical quantity of that unit type even if that unit type differs from the selling or packing unit. This is an NZ Customs requirement and not a SpeEDI requirement, so please contact NZ Customs Support if you require more information.


The Statistical Unit shows up on the Working Tariff Document against your tariff code under the Statistical Key column, subcolumn Unit, but it may be something incomprehensible and specifically unusable, as in the example below:

The Statistical Unit above is "Hd"


Customs does not want you to supply this unit verbatim, but a translated code their system uses, and the translation matrix can then be found in Part II of the Working Tariff Document Introduction with a brief, human friendly version:

If "Hd", the unit is "CEN" and the human friendly quantity is "Hundred", AKA supply the quantity in hundreds, 500 = 5 CEN


Statistical Unit on SpeEDI

SpeEDI helpfully supplies the required Statistical Unit when selecting a Tariff Code against a Product Line, as can be seen below:

To supply the Statistical Quantity in SpeEDI, please use the relevant quantity field on the right hand side of the Product Details overlay, which can also be accessed when reviewing the lines on the Declaration.

"CEN" is not weight or volume based, so "Other" has been used. "Per Unit" is 5 CEN per 1 KG, to a total of 10 CEN. Total can also be entered directly and is the value that matters.


If the quantity is weight or volume based, use the weight or quantity field and select the statistical unit (as shown earlier on the tariff search) from the drop down. 


If the quantity is not weight or volume based (if unsure, see if it is in either list) then use the "Other" column and type the unit in.


Regardless of whether you are required to enter statistical quantities or not, you should fill the Weight and Volume accordingly. It is just not a focus in this article.


The value sent to Customs is the "Total" and this can be entered directly, alternatively you can enter the "Per Unit" value, which is autocalculated as a multiple of the Quantity on the left side.


Omitting the Statistical Quantity on a Declaration

Isn't technically possible, you can submit false information but you cannot send a Customs Declaration without the Statistical Quantity and get a cleared entry.


In SpeEDI, if you attempt to submit a Customs Entry without the valid Statistical Quantity supplied, it will fail SpeEDI's internal validation and prevent you from submitting the Customs Entry, returning an error on the failed line item which can be viewed on hover over the error icon:

It is notable that this is not a Customs Rejection itself, but SpeEDI is anticipating a Customs Rejection (Customs would return "Statistical Quantity invalid or missing" if it WERE sent) and forcing correction in advance.

When complete, the display will not automatically refresh, press Amend when ready and it will re-validate the entry and should no longer error on missing Statistical Quantity.
